Hello and Welcome to justanswer...
Okay.. it wount be a fuse if you have power to the radio -- its more likely you have the wrong code.... These radios can be re - coded , so if you have a code that you have definately used before ... positively.... I cant think why he radio would have been re - coded ( given a new code meantime ) ... so , try this ..
Switch the ign on... before switching the radio on... prss and hold the Band button with one finger - keep that presses whilst you switch the Ign On........then let go of both.. the radio should now be ready to accept the code...if so, enter the code.
If its not ready to accept and its saying SAFE - then you will need to leave the radio powered for however long it takes for the radio to reset itself and come out of safe mode - this can take from minutes to hours --but you must not nterrrupt the power supply to thte radio in this period.
Once the radi comes out / resets itself - enter the code. If it goes in, great..if not, it has to be the wrong code. ... or a corrupted eeprom (chip ) in the radio... I have spent years repairing and recoding / decodng radios so I do know your situation....so try these things - see how you go
